The Oregon Land Use Board of Appeals (LUBA) decision struck down Measure 21-203 because we included three land-use terms (zoning, comprehensive plan, and nonconforming use) in our attempt to amend the short-term rental licensing code.

Notwithstanding these three terms, 1000 Friends agreed, as eventually did the county, that Measure 21-203 could reasonably have been read to amend the STR business license code.
