A 37-year-old Newport man was arrested for allegedly failing to report as a sex offender — while living with a woman and her 7-year-old daughter — his fourth such charge, with two prior convictions, since pleading guilty in 2015 to impregnating his then-16-year-old girlfriend.

According to an affidavit of probable cause filed in Lincoln County Circuit Court Wednesday, a Newport police officer had already checked the sex offender registry when he made contact with Justin Lee Webber the day prior while investigating a Department of Human Services report, and the officer knew Webber had not registered since September 2020, though he is required to do so every year near his September birthday and whenever changing addresses as a result of a 2015 conviction for third-degree rape and second-degree sexual abuse.
