Construction halted over wetland contention

Nelscott Creek site the subject of debate

LINCOLN CITY — A wetland that courses through a Nelscott neighborhood is the focus of a dispute between neighboring property owners, one who wants to build a home and another who is determined to stop it. The disagreement over a 700-square-foot house under construction at 3087 Southwest Beach Street has entangled city planners, the public works department and a state agency, bringing work to a halt and broadening the “affordability gap” that builder Jim Whisler is fighting to close.
