A Washington contractor, who lost a $323,000 municipal job when the bid turned into a moving target, will get the work anyway after successfully challenging its award to another company.
Elcon Corporation of Everett, Wash., was one of two bidders to replace a Highway 101 traffic signal at the popular D River State Wayside. K&E Excavating of Salem won the contract, awarded by the Lincoln City Urban Renewal Agency, with a low bid of $321,000.
