Voting status baffles Depoe Bay councilor’s critics

DEPOE BAY — In his way of thinking, Newport resident Stephen “Skip” Hoitink is still a citizen of Depoe Bay.

“I live in both places,” said Hoitink, a Depoe Bay city councilor who moved to Newport last year but retained his seat in a hotly contested debate over his residency. “I’m registered to vote in Lincoln County and my precinct is Depoe Bay.

But unease over Hoitink’s claim of dual residency still simmers, five months after he was removed in a 4-3 vote, then reinstated after a tumultuous public meeting where supporters threatened Mayor A.J. Mattila with recall. Mattila led the effort to disqualify Hoitink after the councilman, elected in 2012, declined the mayor’s invitation to resign.
