TOLEDO A 51-year-old Newport man and 4-year-old girl were identified Sunday as the two people killed in a Toledo plane crash this weekend.

The pilot, Douglas Nebert, of Newport, and his step-granddaughter, Zoey Wahl were killed in the crash. Nebert was a member of the Newport Municipal Airport Advisory Committee.

Zoey's mother, April Gleason, 34, of Seattle, is recovering at a Portland area hospital. She is listed in fair condition.

According to witness reports, the small plane was flying low when it banked, and then nosedived straight down onto Georgia-Pacific paper mill property Saturday afternoon.

Authorities believe the engine stopped working as there was no sound when the plane dropped. The plane was headed to Seattle.

The National Transportation Safety Board, Federal Aviation Administration and Toledo Police Department are investigating the incident.
