Citizen stirs pot over sewer building

LINCOLN CITY — A feisty critic of municipal policies is stirring the pot at Lincoln City Hall, asserting that city officials improperly used money from a 2005 sewer bond to erect “an illegal building” located three miles from the $22-million sewage treatment plant.
