Lincoln City Cultural Center is not quite ready to pay rent

LINCOLN CITY With nearly $140,000 in operating capital and reserve funds, the once-troubled Lincoln City Cultural Center (LCCC) is rising like a phoenix from the ashes under the guidance of its new director.
