Developer stymied in upscale horse spread

LINCOLN CITY – The developer of a proposed 600-acre equestrian facility located 21 miles east of Lincoln City on federally protected land invited city councilors last week to support the $60-million project, which he predicted would fill coastal hotels year-round with big spenders.
