Hoisting the “lucky block” he took to the podium Monday night, Devils Lake sewer opponent Imon Pilcher told Lincoln City councilors he was against converting septic tanks to a high-pressure pump-grinder system that will cost homeowners about $24,000 each. The council agreed that sewers are better than septic tanks, however, and ordered city staff to begin the process to establish a local improvement district in the Lake Drive neighborhood.
