Diver Kent Lucas of Charleston explained Thursday how he would be conducting an underwater check of stainless steel pilings at a new dock being installed in Depoe Bay to replace one damaged by heavy surges from the March 2011, Japanese earthquake and tsunami. The new pilings were slipped over the old supports, which had been cut off at seafloor-level, then driven into the ground. City officials say the dock should be finished and ready for use by the kickoff of the fishing season in June.
