An Oregon Department of Transportation incident responder, Kenny Weiland, shook his head as he stood over a pile of shredded metal and a half-dozen pilings that were turned into splinters after a semi-truck hauling an empty refrigerated trailer crashed through a Cape Foulweather guardrail Tuesday morning. A large semi-truck crashed through a guardrail and rolled down a steep embankment on Cape Foulweather Tuesday morning at about 7:30 a.m., but its driver survived the accident without significant injuries.
