TOLEDO – City councilors on Wednesday adopted a $58,000 study that details the dry rot, breakdown of key equipment and decay that afflict eight publicly owned buildings in Toledo, including nearly a half-million in defects at the popular public pool and a city hall that would likely collapse in an earthquake.
