Elsie Davis pins a Newport police badge on her grandson, Steve Hallmark, during a swearing-in ceremony at city hall Monday evening. Hallmark, a former Marine and Winston, Ore. reserve police officer, is scheduled to begin a 16-week training course at the police academy in July.
