Recycling czar faces tough questions

LINCOLN CITY — The head of the county recycling program on Monday drew heat at a meeting of the Lincoln City Council as Mayor Dick Anderson struggled to find reasons to stick with an agency that levies a $4 per ton tax on garbage.
