Lincoln City is cited for illegal dredging at Devils Lake

LINCOLN CITY — The state has fined Lincoln City $2,000 for illegal dredging at Regatta Park, where a sandy beach popular with children is made entirely of tailings scooped from Devils Lake by the public works department.
