Lincoln City odor ordinance raises a stink

LINCOLN CITY — The city council on Monday rejected a proposed ordinance to outlaw offensive smoke and odors, agreeing with a delegation of business leaders, citizens and a lawyer that the ambiguous decree would be difficult to apply, subject to abuse and bad for the town’s shaky economy.
